Southern is responsible for the recent repairs in question and the city had absolutely nothing to do with the work." QUESTION Why are residents of Wise County required to pay personal property tax, while neighboring Lee County. residents are not? It is rumored that when put the four cents sales tax in effect, that it would do away with the personal property tax. Coeburn, Va.

ANSWER A spokesman for the office of the Commissioner of Revenue in Wise County said, "The four percent sales tax only did away with the personal property tax on household goods. Wise County as well as Lee and all counties and cities in Virginia require personal property taxes on all motor vehicles, mobile homes, etc." held a surprise 15-minute meeting with King Hussein of Jordan, delaying plans for a personal, private celebration of the New Year with his wife. Carter had not been expected to meet Hussein until I Sunday. As the clock struck midnight, Carter bade Hussein farewell, smiling and saying "I'd rather be with my wife." The Carters then retired to welcome in 1978 in the private party at the magnificent Saadabad Palace on the north: ern fringe of Tehran. The 30- rooom, cream-color stone mansion is exquisitely adorned with plush Persian rugs, enormous Russian crystal chandeliers and flowery Persian bas-reliefs.

"This is really some layout," said a wide White House staffer. "Real Persian opulence like you see in the movies." Carter arrived at Mehrabat airport after a flight from Warsaw. He was greeted warmly by the Shah and they drove to town together in a heavily guarded motorcade past a throng estimated at 200,000. Moslem women in flowing robes shouted "Jimmy! Jimmy! Jimmy!" from behind their long, dark veils. but Iranian police battled leftist students protesting the Carter visit in a dozen different locations in the capital.
